   Fire Blast
   or
   Arcane Explosion
   if the target will die before your next
   Frostbolt
   cast finishes or while moving.

AoE

1. Cast
   Cone of Cold

2. Cast
   Arcane Explosion
   if you can be close to the enemies, otherwise cast
   Blizzard
   .
